What role should the Unified Development Ordinance play in deciding whether a proposed development is approved or not?

The UDO, a set of guidelines and standards, is an essential tool for urban planners and local leaders in order to make fair and enforceable decisions about future development.  It is reasonable for both legislators and petitioners to know what is allowed and disallowed so they can act and plan accordingly.  I will continue to read and re-read the UDO and depend on its guidance in making decisions about development plans that come before the City Council.  This ordinance is a well-vetted piece of legislation, the result of public input, countless Plan Commission and Planning Staff hours, and serious debate among the City Council.  The UDO will play a central role in future deliberations about smart and sustainable urban planning.  As a newcomer to the City Council, I am most grateful to have this tool as a foundation for smart public policy.  Greater policy predictability will result in better future development proposals with less initial conflict.
